The signing comes as enterprises confront the cost of ungoverned AI. Gartner expects the average large enterprise to be running more than 150,000 AI agents by 2028, up from fewer than 15 in 2025, and reports that only 13% of organisations are confident in their agent governance (Gartner, April 2026). SAP has called AI agent sprawl a board-level issue (SAP News Center, August 2026).
